FOR THE EXPATRIATE QUOTA ALLOCATION BOARD

INTRODUCTION:

The Secretariat responsible for Expatriate Quota shall coordinate the activities of the Board which shall be responsibility for the review and making recommendations to the Chair of the Board of the applications for Expatriate Quota by establishments. The Board shall be Chair by the Hon. Minister of Trade, Industry, Regional Integration and Employment. The Board shall meet on a monthly basis and in cases when it is necessary.

Membership or Composition of the Board.

The Board shall comprise of the following members.

  1. Office of the President
  2. Office of the Vice President and Minister of Women’s Affairs
  3. Ministry of Trade, Industry, Regional Integration and Employment  (Chair of the Board)
  4. Ministry of Finance & Economic Affairs
  5. Ministry of Tourism and Culture
  6. Personal Management Office
  7. Ministry of Higher Education, Research, Science & Technology
  8. Gambia Revenue Authority
  9. Department of Labour
  10. Gambia Immigration Department
  11. NGO Affairs Agency
  12. Gambia Investment & Export Promotion Agency
  13. Gambia Chamber of Commerce & Industry
  14. Gambia Commission for Refugees

Functions of the Expatriate Quota Allocation Board (EQAB)

The EAQB shall be responsible for the following functions to ensure effective operations of Expatriate Quota Allocation. The Board is the responsible authority to review and forward recommendation to the Chair of the Board for the approval of Expatriate Quota application by establishments.

  1. Implement the regulations made by the Chairman of the Board in relation to any aspect of the guidelines for the smooth operations of the quota
  2. Ensure that all documents including:
  • Certified true copy of Memorandum and Articles of Association of the applicant institution
  • Certified true copy of the particulars of Directors and Shareholders of the applicant company
  •  
  • Evidence that the personnel required are not likely to be found in Nigeria
  • Names, address qualifications and positions to be occupied by the Expatriate(s)
  • Training programme for Gambian in addition to a management succession schedule
  1. Recommend for approval the applications for employment of Expatriate staff by any entity
  2. Ensure that approval is granted before any payment is made to the Gambia Revenue Authority (GRA)
  3. Develop process and procedures to guide the implementation of the guidelines and ensure compliance with all the provisions of the Pay Roll Act and its amendment versions of 2004 and 2008.
  4. Make rules and regulations for the proper functioning of the Board
  5. Organize conferences, workshop, seminars symposia, trainings and other public education activity for the attainment of the goals and objectives
  6. Monitor and coordinate the performance of all entities in accordance with the provisions of the Pay Roll Act and its amendment versions of 2004 and 2008 and
  7. Take any other activities necessary to be done to facilitate the carrying out of its functions

Remuneration of the Boards Members

The Board Members shall be paid such allowances and expenses in line with the financial orders of the Gambia.
